Annual Report of Michigan State Courts

Each Annual Report of Michigan State Courts contains highlights of the judiciary and judicial caseload for that year. The statistical supplements provide additional statewide, regional, and trial court caseload statistics. To access annual reports and statistical supplements for years prior to 1999, please contact the Library of Michigan at (517) 373-1300.

Statistical Supplements

Each Annual Report of Michigan State Courts contains highlights of the judiciary and judicial caseload for that year. The statistical supplements provide additional statewide, regional, and trial court caseload statistics. The reports are either summary reports, providing statistics for groups of cases, or detail reports, providing statistics for each case-type code. In addition to these resources, court users have access to an automated system which can be used to generate additional caseload reports. See case type code lists for more information about the two-letter case types used in the statistical supplements. Clearance Rates

Clearance rates are one measure of caseflow management and indicate the extent to which a court is keeping up with incoming caseload. Clearance rates are calculated by dividing the number of outgoing cases (cases disposed or made inactive) by the number of incoming cases (cases filed or reopened) during a specific time period. Because there is a lag in time between when cases are filed and when they are disposed, clearance rates naturally fluctuate to a small extent above and below 100%.

  • If a clearance rate is more than 100%, more cases were disposed
        than were filed or reopened during the year or years measured.
  • If a clearance rate is 100%, the number of cases disposed equals
        the number of cases filed or reopened during the year or years
        measured.
  • If a clearance rate is less than 100%, fewer cases were disposed
        than were filed or reopened during the year or years measured.

    Judicial Resources Recommendations Report

    These reports document the recommendations of the Supreme Court concerning changes in the number of judgeships in circuit, probate, and district court jurisdictions. It is published every two years.

    Friend of the Court Customer Service Report, January 2004

    In her January 15, 2003, letter to the Governor, the Attorney General, and all legislators, former Chief Justice Corrigan acknowledged that the ever-increasing volume of family court litigation had triggered a waive of complaints about the Friend of the Court (FOC). Justice Corrigan promised that she would study the problem and then take steps to improve FOC customer service and reduce the number of complaints received by state officeholders. She asked the others to help by forwarding every FOC complaint to the Friend of the Court Bureau (FOCB) for analysis.

    The FOCB reviewed 434 complaint letters. About half were addressed directly to the FOCB. The remainder was forwarded by other state officials. The letters in both groups were substantively similar. The charts at the end of this report show where the letters came from and what issues they raised. This report summarizes the problems revealed by those letters and recommends solutions. See the report.

    Noncustodial Parent Program: Support Collected in Fiscal Years 1998-1999 through 2001-2002

    The Noncustodial Parent Program allows courts and friends of the court to refer parents to a Michigan Workfirst! agency for assistance in becoming employed or improving employment. See the charts which demonstrate the improvement in collections that has resulted from referrals to the Non-Custodial Parent Program.

    Counsel Appointments

    Trial courts can appoint attorneys to represent indigent defendants in criminal matters and juveniles in delinquency cases, and all parties in child protective cases. Courts can also appoint counsel for certain individuals in mental competency, guardianship, and conservatorship proceedings. The trial court's funding unit, which is generally a county or city, compensates these court-appointed attorneys. Under Michigan Court Rule 8.123, each trial court must compile an annual report of the total public funds paid to each court-appointed attorney. Trial courts must make that information available for public inspection, without charge.
